The Health Insurance Portability and Accountability Act of 1996 (HIPAA), requires “covered entities” to protect the privacy of individuals’ health information (PHI). While HIPAA is designed to protect PHI it is not intended to prevent the reporting of unlawful actions, i.e, whistleblower reporting.
